Verification is the part that gets skipped. An invoice is not evidence that work was done properly, and checking completion catches the jobs that would otherwise be paid for twice.

Then reporting closes the loop. An owner who can see what was done, what it cost and what's coming can make decisions early, while they're still cheap.
